Unlike a hinged peel-and-reveal, both plies here are complete labels with their own adhesive. The top one is removable; the one underneath is permanent. That gives you a returns label already on the box, a coupon the customer can take away, or a marketplace compliance sticker that peels off for the next market.

The engineering problem is the release value between the two plies: strong enough to survive a courier, weak enough that a thumbnail separates them cleanly without lifting the base label.
